Boldly signed at the conclusion in black ink by Roosevelt and countersigned by the Acting Secretary of the Navy. Double matted and framed with a large formal portrait of Roosevelt, to an overall size of 40 x 29.5. Charles Philip Snyder (1879-1964) was a four-star admiral in the United States Navy who served as the first Inspector General of the Navy during World War II.
