Leader of Panama (born 1934) from 1984 until he was deposed in 1990. He was later tried and convicted of drug trafficking, racketeering, and money laundering, and sentenced to 40 years (later reduced to 30 years). Photocopied TLS in Spanish, signed in ink “M. A.
