Monroe,” on a 6 x 3.25 (panel size) mailing cover addressed in another hand to the customs collector in Gloucester, Massachusetts, and bearing the notation “Dept. of State,” a Washington City postmark, and a “FREE” ink stamp. A docket on a flap dates the item to April 28, 1813, and notes that the original contents related to the appointment of a Commissary General of Prisoners of War. Mild toning, soiling, and handling wear, small seal-related tear to top edge (repaired), and stray ink mark and “FREE” stamp touching last name, otherwise fine condition.
