Abolishing a charity-related postal surcharge

DS, in Spanish, two pages, 8.25 x 12, Republica De Cuba Poder Ejecutivo letterhead, November 20, 1959. An order related to the removal of a surcharge on postage stamps to fund the National Council of Tuberculosis. In part (translated): “The Law of May 9 1938 authorizes to surcharge with one cent each stamp from the beginning to the end of the following years. The money collected would be for charity purposes and would be given to the National Council of Tuberculosis…. The Revolutionary Government responding to the people … has reduced the fee in all postal services around the country…. The surcharge on the stamps has been removed. I command compliance to the present law in all its parts….” Castro has signed in full at the conclusion and has also initialed the first page; the document has also been countersigned by two others. The second page bears a paper and ribbon seal. In very good condition, with handling wear (including staple and file holes) and tears and losses to left margin, not affecting signature.
