In part: “You are hereby designated and appointed a Delegate from the United States of America to the International Sanitary Conference to be held at Paris on the 24th day of January, 1894 … and you are directed to deliberate with the like Delegates of other Powers at such Conference touching the completion and sanctioning of the labors of the previous Conferences of Venice and Dresden, which met in 1892 and 1893, respectively, and to consult with them on measures to be adopted to prevent the return and spread of the cholera in epidemic form, which measures may be submitted to the Government of the United States….” Countersigned by W. Q. Gresham as secretary of state. The embossed paper seal remains intact on the second page.
