In part: “We thought that the ‘Scottish Product—Steam’ would be a good Toast because [Mr. Cowen] would strike either land or sea, the steamship or the locomotive. The delegation from Washington will be Hon. D. H. Mercer, Chairman Committee on Public Buildings, W. R. .Smith, Supt. National Gardens, Washington (a rare Scot) and Mr. Gude….Better communicate with Mr. Smith … who will be in charge.
