Cortelyou (Secretary of Treasury), William H. Taft (signed twice, once as president and once as Secretary of War), Charles Bonaparte (Attorney General), George von L. Meyer (Postmaster General), Victor Metcalf (Secretary of the Navy), James R. Garfield (Secretary of Interior), James Wilson (Secretary of Agriculture), Oscar Strauss (Secretary of Commerce and Labor), William Loeb (Secretary to the President), James Sherman (Taft’s vice-president) and several others.
