Pearl Harbor commander

He was the commander in chief, U.S. fleet, during the surprise attack on Pearl Harbor. He was suspended from command and a presidential board of inquiry found him guilty of dereliction of duty (1942), but a naval court found no blame or mistakes in his judgment (1944). Vintage ink signature, “H. E. Kimmel,” on an off-white 5 x 3 card. In fine condition, with some scattered light soiling, not affecting bold signature. R&R COA.
