Partial DS as president, one page, 10.75 x 4.25, November 16, 1900. Bottom portion of a larger document, boldly signed in black ink by McKinley and countersigned by the Attorney General, John W. Griggs. Double matted and framed with an engraved portrait of McKinley and a biographical plaque, to an overall size of 21.75 x 13. In very good condition, with several vertical creases, one through a single letter of signature, light overall toning and a bit of light feathering to signature.
