Roosevelt Naval appointment

DS as president, one page, 15 x 18.25, September 14, 1904. President Roosevelt appoints William N. Hughes to the position of “Assistant Paymaster in the Navy with the rank of ensign.” Signed at the conclusion in black ink by Roosevelt and countersigned by his Secretary of the Navy, Paul Morton. Grandly suede matted and framed with a portrait of Roosevelt, to an overall size of 32.25 x 31. In fine condition, with previous storage folds, small dot of ink to first letter of signature, a light overall shade of toning, some mild foxing to bottom and an intact seal. COA John Reznikoff/PSA/DNA and R&R COA. Oversized.
