Official diplomatic letter of state to the President of Bolivia appointing Ken Usui as Ambassador Extraordinary and Plenipotentiary. The document is signed on the second page with Hirohito’s black ink signature and large red chop mark and is similarly countersigned by two other government officials. Accompanied by a French translation. In fine condition, with a few faint, unobtrusive bends, a touch of wear to edges, and slight offsetting of red ink to opposite page.
