Boldly signed at the conclusion in black ink by Cleveland and countersigned by Postmaster General William F. Vilas. In fine condition, with previous storage folds, light stamp over portion of Cleveland’s signature, a bit of mild toning and intact gold seal and ribbon. R&R COA.
