Signed at the conclusion in black ink by Jefferson, “Th: Jefferson,” and countersigned by his Secretary of State James Madison. In good condition, with heavy bisecting folds, Jefferson’s signature light, but legible due to poor ink flow and toning, Madison’s signature difficult to read due to toning, intact seal, trimmed edges and scattered toning.
