Signed at the conclusion in black ink by McKinley and countersigned by his Acting Secretary of War. In very good condition, with overall light toning, intact and slightly worn seal, storage folds, small area of paper loss to top edge and a few small brushes and spots of ink pooling to McKinley’s signature.
