In full, “The 25th Division is today one of the strongest French Divisions. I do not believe that General Dumonceau has the energy it requires. Give him the 2nd Division and give command of the 25th to General Loison. Order this General to establish his headquarters in Wezel so that he can supervise all the army Depots. Order him to start by going to Munster to verify all that concerns military service, the organization of the Gendarmerie and, generally to become acquainted with all that relates to the Police.
