In part, “Every Arab Palestinian who works for the government…will be eligible for a housing allowance between 50 and 100 Iraqi dinar…if he or she has a college degree. Those without a college degree will receive between 20 and 40 I. D….These benefits will be given to each Arabic resident after he or she has been a citizen for 10 years.” Signed on the second page in red ink.
