President Lincoln appoints Andrew Foster Elliot to the position of “Vice Consul of Brazil, at New Orleans.” Boldly signed at the bottom in black ink “Abraham Lincoln,” and countersigned by Secretary of State William Seward. In good condition, with complete horizontal separation and strip of paper loss to middle, both halves dry-mounted to a thin backing board, which is in turn affixed to a 16.5 x 15 piece of artists board, intact seal, scattered toning and soiling, show through from docketing on reverse and uneven edges.
