Fountain pen signature, “With good wishes from Theodore Roosevelt, Washington” on an off-white 4.25 x 7 sheet, dated November 28, 1890. Roosevelt served as the U. S. Civil Service commissioner from 1889 -1895. In fine condition, with a bisecting horizontal fold and all writing a bit light. R&R COA.
