DS as president, one page, 16 x 19.5, September 7, 1904. President Roosevelt appoints Charles H. Davis to the rank of Rear Admiral of the Navy, nicely signed at the conclusion in black ink by Roosevelt and countersigned by Secretary of the Navy Paul Morton. Davis commanded the cruiser Dixie during the Spanish-American War and was in charge of the division that forced the surrender of Ponce Puerto Rico in 1898. In fine condition, with several storage folds, one through a single letter of signature, intact seal, a few light mounting remnants to reverse and a couple trivial wrinkles. COA John Reznikoff/PSA/DNA and R&R COA.
