TLS as president, one page, 7.25 x 9, White House letterhead, February 23, 1904. Personal letter to the governor of Puerto Rico about an appointment. In part, “When do you think it will be proper for you to go - next October? There are complications in that Montana judgeship matter that make me feel that you are the man preeminently for the place.” In fine condition, with a bisecting horizontal mailing fold, light ink notation and a crease to top right.
