Boldly signed 'Theodore Roosevelt,' (his signature measures over five inches in length) and co-signed by John Hay, Secretary of State. Seal of the United States is intact. In very good condition, with expected age and handling wear, creasing, vertical folds through two letters of Roosevelt's signature, binder holes at left, scattered trivial soiling. RRAuction COA.
