'I beg to inform you that it is now the practice of this Division to receive fingerprints of all citizens who desire that their finger impressions be placed on record in the non-criminal personal identification records of this Division.'

Lot of five one page TLS, dated from between 1934 up to 1962, all signed 'J. E. Hoover,' or 'J. Edgar Hoover.' One letter, dated October 5, 1934 reads, in part: 'I beg to acknowledge the receipt of your letter of September 3, 1934, wherein you refer to your interest in fingerprinting matters, particularly concerning fingerprinting all citizens. I beg to inform you that it is now the practice of this Division to receive fingerprints of all citizens who desire that their finger impressions be placed on record in the non-criminal personal identification records of this Division for the purpose of future reference.'
