Rare partly-printed DS as president, one page, 8 x 10, May 9, 1881. President Garfield authorizes and directs the secretary of state to affix the Seal of the United States “to a full power authorizing James B. Angell to exchange ratifications of two Treaties bet. U.S. & China, signed at Peking Nov’r 17, 1880.” Signed prominently at the conclusion by Garfield. In very fine condition. Garfield documents signed as president are rare in this desirable size and format. Moreover, this document was signed by Garfield less than two months before he was shot by Charles Guiteau.
This document relates to the Angell Treaty of 1880, named after American diplomat James Burrill Angell, which was a modification of the 1868 Burlingame Treaty between the United States and China, passed in Beijing, China, on November 17, 1880. The Burlingame Treaty of 1868 was a landmark pact between the United States and Qing China, amending the Treaty of Tientsin, to establish formal friendly relations between the two nations, with the U. S. granting China the status of ‘most favored nation’ as a major trade partner. The most significant result of the treaty was that it effectively lifted any former restrictions regarding emigration to the U. S. from China. The ensuing large-scale immigration to America by Chinese immigrants resulted in The Angell Treaty of 1880, which sought to drastically reduce the flow of Chinese immigration.
On November 17, 1880, the new treaty was signed in Beijing. It affirmed that the United States government would temporarily suspend immigration of skilled and unskilled laborers from China, while still allowing the immigration of white-collar professionals. The treaty also reaffirmed the United States' continuing commitment to protect the rights and privileges of Chinese laborers already present in the United States. The treaty was concluded along with another treaty, also negotiated by the Angell Commission, that imposed restrictions on trade in opium.
