Partly-printed DS as president, signed “R. B. Hayes,” one page, 7.75 x 10, August 13, 1878. President Hayes directs the Secretary of State to affix the Seal of the United States to “my approval of the Union Postale Universelle (four copies).” Signed at the conclusion by Rutherford B. Hayes. In fine condition. The Treaty of Bern was held in Bern, Switzerland, on October 9, 1874, for the purpose of unifying disparate postal services and regulations so that international mail could be exchanged freely. The result was the establishment of the General Postal Union. Four years later, at the Paris Convention of 1878, the agency was renamed the Universal Postal Union due to the rapid growth of its membership.
