I am particularly pleased that we have been able to establish an Office of Science and Technology Policy in the Executive Office of the President. I am also pleased by the increase in Federal support for research and development, particularly in the basic sciences; and by the increased recognition of contributions made by individual scientists and engineers. This progress is due in large part to the excellent support provided by the Committee of Scientific Society Presidents under your leadership. My continuing interest in science and technology will be reflected in my 1978 Budget.
