Description

Partly-printed DS as president, one page, 22.5 x 18.5, June 28, 1920. President Wilson appoints Norman Armour of New Jersey as "Secretary of Embassy or Legation of Class two of the United States of America." Signed at the conclusion by President Woodrow Wilson, and countersigned by Acting Secretary of State Norman H. Davis. The embossed white paper seal affixed to the lower left remains intact. In very good to fine condition, with some light creasing, and a stain to the lower left corner. The appointee, Norman Armour (1887–1982), was a career United States diplomat whom the New York Times once called 'the perfect diplomat.' Among his foreign posts were Haiti, Chile, Argentina, Spain, Venezuela, Guatemala, and Canada.
