Partly-printed vellum DS as president, signed “Wm. H. Taft,” one page, 15.75 x 9.5, March 3, 1913. President Taft appoints Charles J. Ferris as a "Captain of Field Artillery in the service of the United States." Signed at the conclusion by William H. Taft and countersigned by Secretary of War Henry L. Stimson. The lower left corner retains the original blue War Department seal, which is beginning to peel. Rolled and in fine condition, with slight fading to the signature.
