Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, March 9, 1880. President Hayes directs the Secretary of State to “cause the Seal of the United States to be affixed to a Full Power to sign a Consular Convention between the United States and the King of the Belgians.” Signed neatly at the conclusion by Rutherford B. Hayes. In fine condition. A consular convention between the United States and Belgium was concluded on this date, March 9, 1880, and was ultimately proclaimed a year later on March 1, 1881, with the naming of William Maxwell Evarts and Maurice Delfosse as plenipotentiaries.
