James Munro, Sect'y of State," in part: "I now do myself the honor of observing that the communication concerning the proposed amendment to the Constitution of the U. States was acknowledged & in due course laid before the Legislature of this State, but that no order has been taken thereon." Addressed on the reverse in Jones's hand to "Hon'ble James Munro, Sect'y of State, Washington." In fine condition. A Federalist and veteran of the Revolutionary War, William Jones (1753-1822) served as the eighth Governor of Rhode Island from 1811 to 1817.
