Cabinet correspondence from the Lincoln administration on "the issue of Letters of Marque"

Civil War-dated ALS, one page, 5 x 8, April 2, 1863. Handwritten letter to Secretary of the Navy Gideon Welles, in part: "I have received and read with care your very interesting and able paper concerning the issue of Letters of Marque and Reprisal." He goes on to pledge his assistance to "place it in the hands of the President." In fine condition. An intriguing piece of political correspondence related to privateering during the Civil War.
