As Governor, Captain-General, and Commander-in-Chief of the State of Rhode Island and Providence Plantations, Ambrose Burnside appoints Charles W. Hopkins as a public notary, "within and for the County of Kent." Signed at the conclusion by Burnside, and countersigned by John Russell Bartlett as secretary of state. In very good to fine condition, with toning to the edges, and minor loss to the bottom corner tips.
