Partly-printed DS, signed “Victoria R.,” one page, 16 x 12, July 4, 1870. Queen Victoria appoints Charles Foster "to be an Officer in the Control Department of Our Army…in the rank of Commissary in the Supply and Transport Sub Department." Signed neatly in the upper left by the queen, and countersigned below by Edward Cardwell. The left side retains the original blue paper seals. In very good to fine condition, with light staining and soiling.
