I think it well to look into such matters Mr. W. has in hand, as something valuable might accrue to the public." Nicely mounted and framed with a color portrait to an overall size of 12 x 21.5. In fine condition, with a light paperclip impression to the left edge, and a small stain touching the first letter of the signature.
