Partly-printed vellum DS as president, one page, 22.5 x 17, August 4, 1914. President Wilson appoints "Lewis H. Rand, Corps of Engineers, United States Army…to be a member of the California Debris Commission." Signed at the conclusion by President Wilson and countersigned by Secretary of State Lindley Miller Garrison. In fine condition, with scattered small stains. Established by Congress in 1893, the California Debris Commission was a federal commission that regulated California streams that had been devastated by the sediment washed into them from gold mining operations upstream in the Sierra Nevada.
