English politician (1735-1811) who served as lieutenant governor of the Province of Pennsylvania from 1771 to 1773, and was later a member of the British Parliament. In 1785, Penn sold his house in Philadelphia to Robert Morris; it would serve as the executive mansion for Presidents George Washington and John Adams from 1790 to 1800, when Philadelphia was the nation's temporary capital. Manuscript DS, signed “Rich'd Penn,” one page, 15.5 x 8.5, June 6, 1772. As "Lieutenant Governor and Commander in Chief of the Province of Pennsylvania and Counties of New Castle Kent and Sussex on Delaware," appoints Isaac Hicks "to be Clerk or Register of the Orphans Court for the said County." Boldly signed on the lower panel by Penn. Retains its large and impressive suspended paper seal. Mounted and framed to an overall size of 18.5 x 18.5. In fine condition.
