Fordham, responding to his complaint regarding the application process required to represent claimants before the Treasury Department, in part: "The vast number of claims filed with the Treasury Department, particularly on account of the operations of the income tax laws, has resulted in thousands of persons applying for enrollment as attorneys or agents to represent claimants before the Department. It has been found that many applicants for enrollment do not possess the necessary qualifications to enable them to render claimants valuable service, or that they are not of good character and in good repute." In fine condition, with light blotting to the signature, and to much of the type. Accompanied by a copy of Fordham's original letter.
