Recognizing Queen Victoria's consul at Texas

Partly-printed DS as president, one page, 22.75 x 18.75, July 11, 1884. President Arthur officially recognizes the appointment of Walter Tschudi Lyall as "Consul of Her Britannic Majesty, for the State of Texas, to reside at Galveston." Boldly signed at the conclusion by President Arthur and countersigned by Secretary of State Frederick F. Frelinghuysen. The white paper seal affixed to the lower left remains intact. Impressively mounted, matted, and framed to an overall size of 32.5 x 33.25. In very good to fine condition, with intersecting folds, and light toning from prior display.
