Written from Portsmouth, New Hampshire, a letter to North Carolina Governor Nathaniel Alexander, in full: "Agreeably to the request of the Legislature of this State, I herewith transmit, your Excellency, a Resolve passed at their last session relative to the importation of Slaves into the United States."
