Partly-printed DS as queen, signed “Victoria R.,” one page, 16 x 12, February 15, 1855. Queen Victoria appoints George Fisher Esquire C. B., as a "Lieutenant Colonel in Our Army in the East Indies." Signed in the upper left by the queen, and countersigned below by Secretary of War, the Lord Panmure. Blue and white paper seals remain affixed to left side. Double-matted and framed with a portrait of Victoria to an overall size of 32 x 24.5. In very good to fine condition, with heavy vertical folds.
