Letter to Colonel Jose Balta, in full (translated): "It is with sincere satisfaction that I have received the letter in which Your Excellency informs Me that You have taken up the Constitutional Presidency of the Republic of Peru. This event could not fail to arouse in Me a lively interest and in offering Your Excellency My congratulations, I must express the desire that inspires Me to see strengthened more and more and consolidated the ties that so happily exist between the two States. I take with pleasure the opportunity to express to Your Excellency the wishes I form for the prosperity of the Republic of Peru and to assure You of the deep respect and sincere attachment with which I am." In fine condition, with two small ribbon slits in the left margin.
