Signed at the conclusion by McKinley, and countersigned by Postmaster General James A. Gary. Gold post office department seal with red ribbons remains affixed to lower left; portions of ribbons detached but present. Double-matted to an overall size of 23.5 x 19.5. In fine condition, with a vertical tear passing through the postmaster general's signature.
