Description

Partly-printed vellum DS as president, signed “Wm. H. Taft,” one page, 15.75 x 19.25, March 3, 1913. President Taft appoints Carl Jay Ballinger as "Second Lieutenant of Infantry in the service of the United States." Signed at the conclusion by Taft, and countersigned by Secretary of War Henry L. Stimson. Blue War Office seal peeling but still affixed to lower left corner. Rolled and in very good to fine condition, with light overall rippling and staining.
