Manuscript DS, signed “Victoria R,” one page, 7.5 x 12.5, December 31, 1857. In part: “Most humbly submitted to your majesty, that the Royal Cheshire Militia may be permitted to wear ‘The Prince of Wales’s Plume,’ as advice and ornament on the Cap.” Signed at the top by Queen Victoria. Double-matted and framed with two engravings to an overall size of 21.5 x 19.5. In fine condition, with intersecting folds, and five binding holes along the left edge. Pre-certified PSA/DNA.
