Fascinating TLS signed “Jerry Ford,” one page, 8 x 10.5, Congress of the United States, Office of the Minority Leader letterhead, April 26, 1972. Letter to William Garner, in part: “With regard to American industry locating plants overseas, this is a most unfortunate development but it comes about through a desire to be competitive with foreign industry…Hopefully the time will come when the cost of foreign labor will approximate that of American labor so that this will no longer be a factor in the movement of American industry overseas. What you say about U.S. and Soviet strategic weapons would be valid except that the Soviet Union would no doubt engage in nuclear blackmail if the Soviets achieve nuclear superiority over the United States. This is why it is important that we reach an agreement with the Soviet Union on the limitation of strategic weapons. As for Vietnam, the President did not just discover a month ago that Russia is supplying North Vietnam with most of its weaponry. The President simply did what he had to do—use U.S. air and sea power to help repel the invasion of South Vietnam by the North Vietnamese across the DMZ. There is no question it is foolish for the U.S. to engage in a massive land war in Asia. President Nixon has withdrawn all but 69,000 of our troops from South Vietnam, drawing down a force which once totalled 543,000 men. He wants to bring all of our men home.” In fine condition.
