Partly-printed vellum DS as president, signed “Benj. Harrison,” one page, 17.5 x 13.75, March 21, 1889. President Harrison appoints James C. Perry as “an Assistant Surgeon in the Marine Hospital Service of the United States.” Signed at the conclusion by President Harrison and countersigned by Secretary of the Treasury William Windom. In fine condition. This dates to just three weeks into Harrison’s presidential term. Pre-certified PSA/DNA.
