Partly-printed vellum DS as president, one page, 13.5 x 8.25, February 13, 1817. President Madison grants Francis Cooper of Belmont County a parcel of land in “the southwest quarter of section Twentyone of township Six in range Six of the Lands directed to be sold at Marietta.” Signed at the conclusion by President Madison and countersigned by Commissioner of the General Land Office Josiah Meigs. The creased white paper seal affixed to lower left remains intact. Double-matted and framed with an image of Madison to an overall size of 17.75 x 21.75. In very good condition, with intersecting folds, scattered soiling and creasing, and the signature a shade light, with slight chipping to the frame. Pre-certified PSA/DNA.
