Watson as “United States District Judge, Middle District of Pennsylvania.” Signed at the conclusion by Hoover and countersigned by Attorney General William D. Mitchell. The gold seal affixed to the lower left remains intact with a few missing corner tips. Double-matted and framed to an overall size of 26.75 x 23. Slight soiling and the first few letters of Hoover’s signature signed twice after an interrupted first attempt, otherwise fine condition. Pre-certified PSA/DNA.
