Smith “Lieutenant Colonel of the Eighth Regiment of Infantry in the service of the United States.” Signed at the conclusion by Cleveland and countersigned by Secretary of War William Endicott. Triple-matted and framed to an overall size of 20.5 x 24.5. Intersecting folds (one through a single letter of signature), and scattered creases and wrinkles, otherwise fine condition. The blue seal is creased and worn. Smith would eventually retire from active service in 1899 after serving in both the Civil War and Spanish-American War. Oversized.
