In part: “I suppose the ‘Letter to the Country’ you mention, refers to the annual message I sent to Congress December 6th 1887 which dealt exclusively with the tariff problem. I have not a copy of it here except as it is published in a volume of ‘State papers’ pertaining to my first administration…The books were published by the Government and I suppose were widely distributed…There have been a number of volumes…published by the Government containing all the messages of the Presidents from Washington down…The message you seek can be found in this publication also.” In fine condition, with a bit of trivial soiling.
