Roosevelt appoints Edward Nicoll Woodbury as “Second Lieutenant in the Coast Cavalry Corps in the service of the United States.” Signed at the conclusion by Roosevelt and countersigned by William H. Taft. Blue War Office seal affixed to the lower left remains fully intact with slight wear to a couple of points. In fine condition, with signatures a shade light.
